Structural Testing Bylaws
1. Purpose,
· To further develop and advance the art of structural testing through the exchange of information on testing of engineering structures.
· To identify and sponsor, within the limitations noted below and within the limitation of the Technical Divisions Council, projects involving structural testing; e.g., technical seminars, workshops, publications.
2. Scope of Activity. The following outline presents the scope of committee activity and/or areas of discussion at committee meetings. The outline is presented only as a suggestion of the types of topics which could be pursued, but is not meant to limit activity discussion only to those areas outlined. Some general guidelines for topics for discussion are that they be concerned with structural testing and/or the devices and equipment used in structural testing. Emphasis will not only be placed on new or unusual types of testing but also to reinform members of older methods used in different industries that could be new and applicable to other industries. The fundamental criteria for judging the appropriateness of a topic is that it satisfy the purpose (Section 1.0 of the Bylaws) of the committee.

2.1.Load Spectra: Their determination, their application to the structure under test.
2.2.Types of Structure: Aerospace, Automobile, Civil, Marine, Mechanical, Off road, Others
2.3.Testing Methods: Models, Full Scale Structures
2.4.To develop a standard terminology for structural testing.
2.5.Testing Equipment
2.6.Tricks of the Trade
2.7.Industry Standards
2.8.Sponsor Projects: Technical sessions and/or seminars, Workshops, Publications, Assist Local Sections
3. Membership. Two types of committee memberships are recognized. Voting - SEM members interested in/or active in structural testing. Non-Voting - Non SEM members
4. Organization and Government. Organization responsibilities shall be vested in the Executive Board of the Division who are SEM members. This board will consist of the elected officers and the past chairman. It shall be the Executive Board's responsibility to schedule, coordinate, nominate a slate of officers, plan and organize activities, and in general, to establish policies and procedures for submission to the Division for consideration during the regular meetings.
5. Election of Officers. Officers shall be elected every two years or when a vacancy becomes available due to resignations. All officers shall be members of SEM.
6. Duties of Officers
6.1.Chairman - The Chairman shall serve for two years. The Chairman of the Division shall preside over all Division meetings and is responsible to the Chairman of the Technical Divisions Council.
6.2.Vice-Chairman - The Vice-Chairman shall serve for two years. The Vice-Chairman will assist the Chairman and act in his place when he is absent.
6.3.Recording Secretary - The Recording Secretary shall serve for two years. The Recording Secretary will be responsible for the minutes of the meeting and send out meeting notices.
7. Meetings. Regular meetings of the working group shall be held at six month intervals. It shall be the duty of the Secretary to notify all members of forthcoming meetings at least one month prior to the meeting. The agenda for regular meetings will be formulated by the Executive Board in conjunction with the current Division Chairman.
